"In 1943 thousands of children without parents lived in shacks and makeshift tents in refugee camps along the Kung River. [Chiang] Ching-kuo ordered the construction of a school (called New Village School) about one hour's drive out of Kanchow on the banks of the Kung. After its completion, some 1,300 primary and high school orphans moved into New Village. . .He had the students form committees to manage their own affairs, elect their own mayor, and appoint their own police force (p. 109)."
