Title	Shanghai (China), Nationalist troops queued up in street, Civil War of 1949
Caption	American-trained and American-equipped (including boots and steel helmets) Nationalist troops. It is axiomatic, however, that no government -- regardless of how powerful its weapons may be -- can wage a successful civil war without the will to fight in its soldiers. Corruption in high places has undermined much of the Nationalist troopers' morale.
