Biao Jiang was known as a poet and scholar in the late Qing dynasty. In 1894, Jiang served as the Hunan Provincial Director of Education and one of his works is to promote western education. Together with participants of the Hundred Day's Reform, he founded "Xiang Xue Xin Bao", an important newspaper promoting a new education and political system. Although the reform failed, Jiang is recognized as a central figure in modernizing China's traditional exam system.
